sounds like a crossed wire somewhere
have you recently added something that had to be wired in?

Either a bad horn switch or most likely there is a wire shorting out making the horn go off.

YES EITHER THE HORN IS BAD OR THE HORN PAD IS NO GOOD.

Not a difficult thing to check. To check the horn first, disconnect the two cable connected to horn. Take two wires, connect these to bettery positive and negative terminal separately. Just take it to horn making sure they dont connect each other, connect once or twice with the horn, if it blows, your horn is alright, otherwise your horn switch is dodgy, replace it. By the way, have you tried cleaning off the connections with the horn with emery papar, it could be the connections are on the horn are a bit dirty.
